I started with a lining from what I think was a cotton/poly broadcloth scrap, sewing boning in the casing down to each seam (roughly, I kinda improvised the boning placement) and then pinning it to the skirt to test the fit
The upper part of the dress is a fitted coat with broad gold tone buttons at the placket, full sleeves with matching piping detail at the cuffs and collar
